Answer: Over the counter drugs are placed into three categories (I, II, and III). These separate the drugs based on the safety and effectiveness of their active ingredients. Only category I drugs that are safe, effective, and truthfully labeled are to be sold without a prescription. This drug classification process also allows some OTC drugs to be made stronger and some prescription drugs to become nonprescription drugs by reducing their strength through reformulation.
